
Transmission Line 2×400 kV / 400 kV Čevo – Pljevlja
We’re building energy bridges between Montenegro and Europe


At altitudes exceeding 1,600 meters, through the mountainous wilderness of Montenegro, we are undertaking one of the most demanding power engineering projects in the region: the construction of the 400 kV Čevo–Pljevlja transmission line, spanning 115 km. This infrastructure project, financed by the European Bank for Reconstruction and Development (EBRD) and executed under the FIDIC Yellow Book, represents a key milestone in connecting the Montenegrin and Italian power systems—and in strengthening the overall stability of the Southeast Balkans.
The transmission line route cuts through dense forests, steep mountain ridges, and the canyons of the Komarnica, Bukovica, and Tara rivers, presenting unparalleled technical and logistical challenges. Of the total 115 km, 41 km comprise a double-circuit 400 kV line, while the remaining 75 km form a single-circuit 400 kV line. A total of 450 lattice steel towers—of the “Barrel” and “Y” types—were delivered and installed, with a combined weight exceeding 6,000 tons.
Due to the remote and rugged terrain, we developed an innovative drone-based solution for stringing the conductors and the OPGW cable. This enabled us to tackle the most demanding segments while minimizing environmental impact—reducing planned deforestation by 80%. In areas with significant elevation differences, tower foundations were anchored directly into the bedrock, which substantially reduced the construction footprint. In parallel, we built 120 km of new access roads that now serve local communities and enhance connectivity with remote villages.
At every stage—from detailed design, procurement, and equipment delivery to final commissioning—Kodar has demonstrated the capability to execute the most complex EPC projects. On this project, we achieved the highest standards of safety, quality, and sustainability, reaffirming our role as a leader in the power sector.
The 400 kV Čevo–Pljevlja transmission line is not just a technical challenge successfully overcome—it is a bridge between two countries and a key driver of energy efficiency and supply security across the region.
