FTTH Hellevoetsluis – Network Built in a Flood Defense Zone

The construction of the FTTH network in Hellevoetsluis took place in one of the most regulatorily and technically demanding environments in the Netherlands. The network route passed through a critical flood defense zone, under strict supervision by the Hollandse Delta Water Board. It also crossed an area of archaeological significance, subject to special cultural heritage protection regimes.

 

A major technical challenge involved underground drilling of more than 250 meters beneath canals in the flood defense system. We successfully completed this work. Additionally, we integrated four regional network nodes into a single city-wide network. This effort provided the municipality with a stable and long-term sustainable digital foundation.

Despite complex technical conditions, the parallel construction of a competing operator’s network, and high administrative requirements, we completed the entire optical infrastructure for nearly 17,000 households within 15 months. With more than 65% of households connected, we provided the investor with a clear market advantage.

The outstanding project results, strict adherence to procedures, and the timely handover of complete post-project documentation distinguished Kodar as the first contractor to fully meet all investor requirements within the defined deadlines. For this achievement, Kodar was awarded the prestigious “Best Overall Performance” recognition in October 2024.
