In today’s digital era—where communication knows no boundaries—the radio frequency (RF) spectrum is an invisible yet vital national resource. To ensure its uninterrupted, lawful, and efficient use, constant monitoring is essential.

 

That’s where Kodar plays a key role. Under a contract with the Regulatory Authority for Electronic Communications and Postal Services (RATEL), our team delivered complete engineering and construction of 21 remotely operated control and measurement stations across Serbia between 2017 and 2024—on greenfield sites with no pre-existing infrastructure.

At first glance, these may appear to be just masts and antennas. But in reality, they represent a sophisticated infrastructure that serves as a critical component of the national RF spectrum monitoring system. From these elevated points, precisely positioned antennas capture every signal traveling through the airwaves—from radio stations, mobile networks, and TV transmitters, to drones and unauthorized transmitters.

Behind the simple silhouette of each station lies a complex array of systems, all designed, delivered, and implemented by Kodar on a turnkey basis. We also provided all necessary legal connections and documentation, ensuring that each site was ready for operation without any additional work or permits.

Moreover, at four locations, we implemented hybrid power systems that partially rely on solar panels installed near the towers. In this way, renewable energy has become an integral part of Serbia’s RF spectrum monitoring network.

 

Thanks to this network, RATEL now has full signal coverage across even the most remote areas of Serbia, enabling 24/7 monitoring and real-time detection of interference and unauthorized use.
